RUBICON TRAIL: August 7, 2004 CLEANUP Work Plan

SPIDER LAKE CLOSURE AREA


Here is an outline of our plan

BRIEFING: at 9am, at Little Sluice/Spider area (per the IC, because we have so many late night arrivals).

We had an emergency cleanup of the Spider Lake area -- mostly human waste and trash pickup. We used the Recreational Incident Command System (RICS) for this project.

Finance: No costs associated with this project. Poo Powder donated by RockyTrail.Com. Haul out will be handled by volunteers.

Camping: FOTR will be based at Ellis Creek for camping. We'll all try to cluster together Friday night Aug. 6th. There is no camping at or around Spider, so it's best to avoid the area. We'll convoy up to the box, arriving between 8 and 9 am where we will have our briefing (at 9am).

Logistics:          Tools/Supplies - bags, buckets, shovels, gloves, dust masks, water, fire extinguishers, (couple) trailers, and bug spray. Volunteers are asked to bring any/all of the above. Be self sufficient on this work day, please. Wear a hat; use sunscreen too.

Trailers or pickups will be stationed within the Divisions for drop off of full bags. Trash will be separated from human waste.

Communications: CB Channel #10 will be used for communications.

Medical/Safety - possible rattlesnakes, certainly mosquitoes, maybe twisted ankles, and dehydration. Wear proper clothing and footwear for hiking. WASH your hands often during this cleanup.  Please bring your personal safety items that you deem important (insect spray, gloves, wet-wipes, goggles if you want, first aid kit, etc.)

Food - please be self-sufficient on this cleanup. Because of the short notice and emergency nature of this project, we don't have time to do a lot of prep work. We just need to build an efficient organization and go for it.

NOTE from our Incident Commander: July 27, 2004

What to bring to the work day!!!

-Shovel- long handle preferred
-Work Gloves (be sure to dispose of all gloves that come in contact with human waste)
-Antibacterial waterless hand cleaner
-Bug spray w/DEET
-Sunscreen, oil-free, 45 spf is recommended
-Hats and or Headbands- to keep sweat out of your eyes and to help keep your hands away from your face. THIS IS VERY IMPORTANT!
-Drinking water
-Menthalatum ointment (works great when placed under the nose to knock down the smell)

*Our club will be providing PLENTY of plastic gloves and plastic garbage bags.

Some precautions:

Remember, this project is unlike any we've undertaken. It involves removal and neutralization of hazardous human waste in a remote wilderness location. It's very important that we have a "safety first" attitude!

Certain precautions need to be followed. Here are a few I thought of:

-Wear hand protection at all times. Change gloves frequently!
-Use antibacterial hand cleaner frequently
-Keep hands away from face and mouth AT ALL TIMES!
-Watch for snakes
-Work in pairs
-Only remove what you are comfortable in dealing with. Notify your Team Leader of problem areas that you need help with.
-Notify your Team Leader or the Incident Commander (me) of any injuries.

PLANS/CHECK IN; Plans Chief/IC: Mark Langford. The IC Command Post will be located before the slabs/box in the shade, alongside the trail. Check in will be there for those not checked in at Ellis. Time cards will be filled out, including travel, for all participants. Download a time card here if you'd like to have some.

Objectives:

1. Remove all human waste and trash.

2. Separate human waste from paper as much as possible. Use poo powder to break down waste products.

3. Restore vegetation where needed, if time allows. If time does not allow, report area to IC where resource damage needs future repairs.

4. Be safe; think healthy; wash hands often.

Plans: 

Post event press release. Post event report to County and USDA Forest Service. Post event posts on POR and FOTR lists.

Plans Chief will document the effort and narrate a short report for the historical records of FOTR (and for the county).

Everyone will check in and fill out a Time Card. IC will ship all documents to Del Albright, Trail Boss, FOTR, who will forward to appropriate agencies.

People will bunch up and share vehicles to minimize parking problems around the box. Plans Chief/IC will get word out to avoid the box area on Aug. 7th work day for non-FOTR workers.

LOGS Chief will distribute Poo Powder and keep track of inventory and supplies, as well as resupply Teams as needed.

Haul Team Leader and LOGS will agree on drop points to best serve the Teams, as well as collection points near the Command Post for further distribution.

Team Leaders need to allow time for crews to WALK into project. We will be able to take in a few vehicles, but mostly for pick up and hauling out of bags. We will not be wheeling up there around the lake.

LOGS will have extra shovels and scoopers available, as well as extra drinks and waters. Haul Team will carry extra waters for folks working around the lake, away from their rig.

As of July 26, 2004, we have word from the County that our permits have been issued and we're all set for our project. We also have the County delivering us a dumpster at Loon for the weekend. All is a go. We have a good sign up too. Thanks to you all.....
